Classification of Students

CLASSIFYING LEP STUDENTS

  1. All new students to the district should complete a Home Language Survey (HLS) during registration.

    a. Within two weeks after registration, the HLS should be reviewed by the school secretary and if the HLS survey indicates the student has a primary language other than English and could be a possible ELL student. The secretary will notify the District ESL Team.

    b. When the student’s files from the previous school are received check to see if any supporting documentation is available of the previous status as an ELL student and what services were being provided.

    c. HLS should be placed in the student cum file.
     
  2. The District ESL Team will assess the new student using the WIDA Screener.
     
    a. If the student is not fluent or competent in all four areas (reading, writing, speaking and listening), the student will be considered eligible for services and a English Language service plan will be created by a team consisting of school principal, teacher, district ESL team and the tutor.

    b. If the student is fluent or competent in all four areas (listening, speaking, reading, writing) the student will be classified as “NON LEP” and no services will be provided.

  3. Parents will be notified in writing that the student is eligible for services and will receive a copy of the ESL service plan.

    a. Parents have the right to refuse services.

  4. ESL students will be tested annually during the regularly established WIDA testing window. (Between January 1st and March 15th).

    a. ELL Language Proficiency Profiles will be provided to parents and school team.

    b. ELL Language Proficiency Profiles will be used to determine the student’s service plan each year.

    c. Once a student has demonstrated fluency or competency in all four areas of the WIDA assessment the student will be classified as fluent and will be monitored for four years.

    i. The four years of monitoring may include but is not limited to periodic review of a student's CRT results, reading assessments, classroom grades, teacher observations, parental input, students conversational and general language skills.

    ii. Monitoring students may receive services as needed.

    d. After a fluent student has been monitored for four years and continues to demonstrate satisfactory progress in language acquisition, the student is exited from monitor status.

  5. Before exiting a student from ALS, parents will be notified in writing that the ALS team will be meeting to discuss the student's progress with the intent to exit the student from services.

    a. Parents should be given the opportunity to express concerns they may have relative to discontinuing services.

  6.  After the initial IPT test and classification, students should be tested annually during the regularly established testing window to determine progress in acquiring English. The annual testing window is currently February 1 through May 10. The school should have received a copy of an ELL Language Proficiency Profile for each continuing student who has been tested at least once using the IPT. These profiles are to assist in determining the students areas of need as well as to give a testing and classification history of the student. Any information on the profile which is incorrect should be crossed out and corrected. At the end of the school year, all profiles including current testing information should be returned to the district office so that the district ALS data base can be updated and appropriate reports to the state can be generated. A blank profile should be completed for any current ALS student without one and for any student new to the school who is assessed for possible placement in ALS.

  7. Students who were tested at the beginning of the school year because they were new to the school or district should be retested during the spring testing window. If the student was tested less than four months prior to spring testing, it is not necessary to retest the student during the spring window. The original test scores will be reported to USOE for that year.

  8. Once a student has tested fluent or competent in one of the three categories of the IPT test, the student is not normally retested in that category unless the ALS team has concerns the student is not progressing as desired. In such cases a student who has previously demonstrated fluency or competency may be retested.

  9. Once a student has demonstrated fluency or competency in all three areas of the IPT test, the student will be classified as a category D student.

  10. Once classified as category D a student should be monitored for two years to ensure he/she is continuing to make appropriate progress in acquiring English. Monitoring includes but is not limited to periodic review of a student's CRT results, NRT, supplemental reading tests, Direct Writing Assessment (6th and 9th grade only), classroom grades, teacher observations, parental input, student's conversational and general language skills.

  11. After a category D student has been monitored for two years and continues to demonstrate satisfactory progress in language acquisition, the student is exited (listed as category E).

  12. Before exiting a student from ALS, parents should be notified in writing that the ALS team will be meeting to discuss the student's progress with the intent that he/she will be exited. Parents should be given the opportunity to express concerns they may have relative to discontinuing services.

  13. Be sure to enter the exit date and category (E) on the student's ELL Language Proficiency Profile and return it to the district office.
