REPORTS

 

School Progress & Goals Reports:  Per request of the Board of Education, building principals will be giving reports on the goals set by each building staff for the upcoming school year and what steps are being taken to meet those goals.  Principals and some staff from the following schools gave an account for each of their buildings – West Middle School, Vernal Middle School, Vernal Junior High, and Uintah High School.

 

 

BUSINESS

 

Approval of Policy 007.0220 Safe Schools: Disruptive Student Behavior(1st Reading)  A motion was made by JoAnn Cowan to approve Policy 007.0220 as presented on second reading.  Perry Taylor seconded the motion; motion carried unanimously.

 

Approval of Policy 010.0700 Video & Audio Surveillance(1st & 2nd Readings)  A motion was made by JoAnn Cowan to approve Policy 010.0700 on first and second readings with the correction in Section 4.3 of “shall” to “may” and to identify the acronyms in the policy.  Scott Ruppe seconded the motion; motion carried unanimously.

 

Approval of Student Intervention Plans for Block Grant:  A motion was made by Perry Taylor to approve the Student Intervention Plans for expenditure of the block grant monies as submitted by all Uintah School District schools.  Shane Frost seconded the motion; motion carried unanimously.

 

Elimination of Policies:  A motion was made by Scott Ruppe to eliminate the following policies:  002.0230 Board Members: Vacancies on the Board; 002.0300 Board Internal Operation; and 002.0310 Board Internal Organization: Other Board Officers.  The Board of Education will adhere to Utah State Code.  JoAnn Cowan seconded the motion; motion carried unanimously.

 

Elimination of Policy 002.0250 Board Members: Compensation and Expenses:  A motion was made by Perry Taylor to eliminate Policy 002.0250.  Any compensation for Board members will be publicized as per Utah State Code and made public during Board of Education business meetings.  JoAnn Cowan seconded the motion; motion carried unanimously. 

 

Approval of Policy 005.0631 Sick Leave Bank(2nd Reading)  A motion was made by JoAnn Cowan to adopt Policy 005.0631 on second reading with the addition to Section 12.3 that if any member obtains or attempts to obtain benefits through false information or material omission that falsification may be grounds for dismissal or denied membership to the sick leave bank for the remainder of his/her employment.  Perry Taylor seconded the motion; motion carried unanimously. 

 

Approval of Policy 005.0650 Holidays(1st & 2nd Readings) A motion was made by Scott Ruppe to approve Policy 005.0650 on first and second readings with the clarification to the policy that employees working less than 250 days a year have additional days off according to the yearly district school calendar.  JoAnn Cowan seconded the motion; motion carried unanimously. 

 

Approval of Policy 005.2100 Drug Free Workplace(1st & 2nd Readings)  A motion was made by Scott Ruppe to approve Policy 005.2100 on first and second readings as presented.  JoAnn Cowan seconded the motion; motion carried unanimously.

 

Approval of Policy 005.3000 Employee Cell Phone Policy(1st & 2nd Readings)  A motion was made by JoAnn Cowan to approve Policy 005.3000 with addition to Section 1.3 to read “during regular school hours.”  Scott Ruppe seconded the motion.  Those in favor:  Scott Ruppe, JoAnn Cowan, Perry Taylor, Dr. Rodney Anderson.  Those opposed:  Shane Frost; motion carried.

 

Approval of Real Estate Purchase:  A motion was made by Scott Ruppe that the Uintah County School District Board of Education directs Superintendent Charlie Nelson and Business Administrator Randy Upton to make an offer to purchase the Real Estate discussed in executive session.  Funding will come from Capital Outlay reserves.  Said Real Estate is to provide temporary housing for new teachers.  Rents on this housing are to be sufficient to cover all costs to the District, including foregone interest.  It is further moved that Administration will continue to work with legal counsel and/or other school districts, which may be doing similar things, to develop criteria for who is eligible for housing and the lease terms.  Uintah County School District will collaborate with Vernal City, Uintah County, and other agencies to address the long term need for affordable housing.  JoAnn Cowan seconded the motion. Those in favor:  Scott Ruppe, JoAnn Cowan, and Perry Taylor.  Those opposed:  Dr. Rodney Anderson and Shane Frost; motion carried.
