Recognition of AVEC Administrator – Donica Bigelow:  As Administrator at Ashley Valley Education Center, Donica Bigelow has been instrumental in developing a successful alternative education program.  Mark Dockins commented that Donica exhausts all interventions to save students.  Mr. Dockins thanked Donica Bigelow for her dedication to the success of students.

 

Recognition of Statistical Reporting Award Recipient – Cathy Bilbey:  Uintah School District Business Department was recently awarded an Excellence in Statistical Reporting.  This is awarded for excellence achieved in the reporting of annual statistical information to the Utah State Office of Education.  Superintendent Charlie Nelson publicly thanked Cathy Bilbey for compiling the report which earns Uintah School District this distinction each year.

 

Approval of Wilkins Bus Lines Request to Rent Buses:  A motion was made by Scott Ruppe to approve the request to rent two Uintah School District buses under the following conditions:  Wilkins Bus Lines will provide proof of $50 million liability insurance coverage; Wilkins Bus Lines will provide property coverage sufficient to replace a bus; and Wilkins Bus Lines must sign an indemnification agreement with Uintah School District.  Perry Taylor seconded the motion; motion carried unanimously.

 

Approval of Swimming Pool Scoreboard Purchase in Partnership with Uintah Recreation District:  A motion was made by Scott Ruppe to approve up to $30,000 for the purchase of a swimming scoreboard for the new Recreation Center swimming pool.  JoAnn Cowan seconded the motion; motion carried unanimously.

 

Approval of 2008-2009 Fiscal Year Board of Education Meeting Schedule:  A motion was made by Scott Ruppe to approve the Board of Education meeting schedule for the 2008-2009 fiscal year.  Shane Frost seconded the motion; motion carried unanimously.

 

Approval of Eagle View Elementary Building Plans:  A motion was made by Scott Ruppe to approve the building plans for Eagle View Elementary with the following requisites: Discuss with Principal Robert Stearmer installation of small lockers in the lower grade classrooms and in some of the upper grade classrooms; fund the purchase of teacher desks; paint the concrete block in the corridors and cafeteria; and bid out purchase and installation of fan coil units with the alternative for a large air cooler system.  JoAnn Cowan seconded the motion.  Those in favor:  Scott Ruppe, JoAnn Cowan, Perry Taylor, and Dr. Rodney Anderson. Those opposed: Shane Frost; motion carried.

 

Approval of Discovery Elementary Parking Lot Repairs:  Tabled.

 

Approval of Final Amended Budget for the 2007-2008 Fiscal Year:  A motion was made by Shane Frost, seconded by Scott Ruppe, carrying unanimously, that the Uintah School District Board of Education adopts as the finial amended budget for the 2007-2008 fiscal year the amount of $96,732,309 broken down by fund as follows:  Maintenance and Operation $42,435,160; Student Activity Fund $1,393,060; Non K-12 Programs $2,591,854; Capital Outlay $44,730,872 which includes the construction projects; Debt Service $3,181,363; and School Foods $2,400,000.

 

Approval Final Budget Adoption for 2008-2009 Fiscal Year:  A motion was made by Scott Ruppe, seconded by Shane Frost, carrying unanimously that the Uintah School District Board of Education adopts as a final budget the amount of $81,199,286 broken down by fund as follows:  Maintenance and Operation $41,519,484; Student Activity Fund $1,085,095; Non K-12 Programs $2,774,615; Capital Outlay (including construction projects) $28,467,029; Debt Service $4,917,086; and School Foods $2,435,977.

 

The Board of Education sets the following tax rages:  Board K-3 Reading Program - .000065; Transportation - .000300; Recreation - .000268; Tort Liability - .000064; Capital Outlay - .002335; 10% Additional - .000831; and General Obligation Debt - .000848.  The Basic Levy will be set by the Utah State Tax Commission at a later date.  It should be noted the total tax rate does not exceed the Certified Tax Rate.  In addition, the General Obligation Debt Rate is more than 100 points less than originally projected and disclosed to the public.

 

Approval of Superintendent and Business Administrator Salary Increase:  Tabled.
