Recognition of Tom Elder as Utah Museum of Natural History Science Teacher of the YearUintah High School’s Science Teacher Tom Elder was honored as the Utah Museum of Natural History Science Teacher of the Year at a banquet in Salt Lake City.  Members of the Board of Education had the honor of congratulating Mr. Elder for this prestigious recognition.

 

Report on UPIPS Results:  Shannon Deets, Special Education Coordinator, gave a report to the Board of Education on the findings in the UPIPS (Utah Program Improvement Plan System) report and corrective action plan.  Overall, the Special Education Program in Uintah School District received favorable reviews.

 

Fall Enrollment Audit:  Robert Foley from the firm of Caldwell, Coombs, & Foley, LLC, presented the findings from the recently conducted Fall Enrollment Audit.  The findings showed that Uintah School District student population increased 180 students from the October 1st count of 2006 through October 1st of 2007.

 

Revised West Middle School Improvement Plan:  A motion was made by Shane Frost to approve the revised West Middle School Improvement Plan.  Perry Taylor seconded the motion; motion carried unanimously.

 

Approval of Appointment of Ute Tribe Advisor to Uintah School District Board of Education:  A motion was made by Perry Taylor that the Uintah County School District Board of Education approves the addition of an Advisor to the Uintah School District Board of Education as appointed by the Ute Tribal Education Board to serve for a one year term.  This Advisor would carry the title of Ute Tribal Advisor to Uintah School District Board of Education.  This person would be present at Uintah School District Board of Education meetings to provide input to matters relating to tribal concerns.  At the end of the term, the Ute Tribal Education Board would appoint the person for another term or replace them with a new advisor.  The Advisor would serve no more than four terms.  Shane Frost seconded the motion.  Those in favor:  Scott Ruppe, Shane Frost, JoAnn Cowan, and Perry Taylor.  Those opposed:  Dr. Rodney Anderson; motion carried.

 

West Middle School:  A motion was made by Perry Taylor that the Uintah School District Board of Education hold a minimum of one work session and board meeting to discuss the future of West Middle School and that the Ute Tribal Education Board receive an invitation to provide input, as well as members of the West Middle School Community Council.  Scott Ruppe seconded the motion; motion carried unanimously.

 

District Facilities Priority List:  A motion was made by Shane Frost that the next new school building to be built in Uintah School District will be on the west side.  Perry Taylor seconded the motion; motion carried unanimously.

 

Approval of Policy 005.0680 Leave of Absence(First & Second Reading)  A motion was made by Shane Frost to approve Policy 005.0680 as presented on first and second reading.  Perry Taylor seconded the motion; motion carried unanimously.

 

Uintah High School Professional Development Expenditure:  A motion was made by Scott Ruppe to approve the Uintah High School’s request for expenditure of Quality Teaching School Trust Lands money exceeding $10,000.  Shane Frost seconded the motion; motion carried unanimously.

 

Approval of Policy 010.0000 Building, Facility, and Equipment(First & Second Reading)  A motion was made by Shane Frost to approve Policy 010.0000 as presented on first and second reading.  Scott Ruppe seconded the motion; motion carried unanimously.

 

Approval of Policy 010.0025 Conduct on School Premises(First & Second Reading)  A motion was made by JoAnn Cowan to approve Policy 010.0025 with the noted change of Section 7.0 to Intoxicants and Illegal Substances.  Shane Frost seconded the motion; motion carried unanimously.

 

Approval to Delete Policy 010.0050 Fencing Policy:  A motion was made by Scott Ruppe to approve the recommendation to delete Policy 010.0050.  Perry Taylor seconded the motion; motion carried unanimously.

 

Approval of Pipeline Right of Way:  A motion was made by Scott Ruppe to approve the request from Elk Resources, Inc. for an easement for an above ground pipeline on a parcel of land in the Lapoint area.  Shane Frost seconded the motion; motion carried unanimously.

 

Approval of Underground Right of Way Utility Easement:  A motion was made by Shane Frost to approve a right of way utility easement to Mr. Stephen Bowden.  JoAnn Cowan seconded the motion; motion carried unanimously.

 

Announcement of Work Session – November 27, 2007:  The Uintah School District Board of Education will hold a work session November 27, 2007, beginning at 2:30 p.m. to discuss west side building options.
