1.0 Uintah School District provides as a service to schools a wide area computer network that includes access to the internet. As a member of the Utah Education Network (UEN) and UtahLink, we adhere to the purposes and goals of UtahLink and require network use within the District to conform to the standards of the UEN Acceptable Use Policy.
2.0 The Coordinator of Educational Technology will be responsible for the administration of this policy.
3.0 Computers and all associated data storage and transfer devices are owned by the Uintah School District. The use of computers, whether stand-alone or as part of a local area network or the Internet, is a privilege and not a right and must be consistent with and driven by the educational objective of the Uintah School District and Utah Educational Network. All users of internet/network services must sign an Acceptable Use Agreement form that will be kept on file with the District.
4.0 Teachers, Employees, or Lab Managers are responsible for seeing that all software installed on a computer has the appropriate license for that software. Software licenses are to be maintained by the Teacher, Employee, or Lab Manager, for the computers they use or for which they are responsible, in the event licensing questions arise. A copy of multiple user licenses should be submitted to the Coordinator of Educational Technology for inventory purposes. Software Licenses at the District level will be distributed with computers to which software is installed.
5.0 Each computer/network user is expected to abide by the following generally accepted rules of user etiquette: Never send or encourage others to send abusive or inappropriate messages. You may be alone on a computer, but what you write, send or receive can be viewed globally. Remember that you are an employee of the Uintah School District on a non-private system. Do not use the network in any way that would disrupt network use by others. Use electronic mail appropriately (i.e. no sales, advertisements or solicitations, etc.). E-mail is not guaranteed to be private. Everyone on the system has potential access to mail. Messages relating to or in support of illegal or inappropriate activities must be reported to the appropriate building principal/supervisor or systems administrator.
6.0 Access log and information will be maintained when possible, and may be used to determine when inappropriate sites are accessed or distributed within the Uintah School District.
7.0 Users of Uintah School District owned computers and /or network services are part of a non-private system. Any information maintained on district provided equipment is subject to review by district/school officials. This inspection may include, but is not limited to, electronic mail, Internet access, file storage and transfer. Users should use good judgment in the information they maintain. Computer network users shall take all reasonable steps to promote the efficient use of computer networks and use all practical measures to conserve time and storage space in their use of these resources.
8.0 The Uintah School District recognizes that sites exist on the Internet that contain illegal, indecent, defamatory, inaccurate or offensive material. These sites are not in keeping with the educational goals and objectives of the district and should not be accessed. Users are responsible for what is knowingly accessed, stored, and viewed. Any inappropriate material should immediately be reported to the appropriate building principal/supervisor or system administrator.
9.0 Network services and computers should be used within the bounds of existing district policy with regard to conducting personal business during school or work hours.
10.0 Computers and/or equipment are not to be removed from a school or district building without written consent from the building administrator. If an employee wishes to remove a computer and/or equipment from a school or district building, the employee shall complete and submit to the administrator of the building the Uintah School District Office of Educational Technology Computer Check-Out/Check-In Form. Employees assume financial responsibility for equipment removed from district property.
11.0 Security on any computer system is a high priority because there are multiple users. Do not use another individual’s account nor log onto the system as the systems administrator. Only the authorized owner of the account shall use his/her account. Account owners are ultimately responsible for all activity under their account.
12.0 Use of a district computer and/or network, whether on or off school premises, for purposes that are illegal, inappropriate, or obscene or to access materials that are illegal, inappropriate or obscene, or in support of such activities is prohibited. Use of any computer or network on school premises for purposes that are illegal or inappropriate is prohibited.
12.1 Illegal activities include violation of state, federal or local law.
12.2 Inappropriate use includes but is not limited to:
12.2.1 Use or playing of games, chat lines, and chain letters that are not educationally driven during school or work hours.
12.2.2 Using a computer or computer network to harass or threaten individuals or groups.
12.2.3 Vandalizing computers, computer systems, or computer networks. Vandalism is defined as any malicious attempt to harm or destroy property of the user, another user or of any other agencies or networks that are connected to the network, or the Internet system. Vandalism also includes, but is not limited to abusive overloading of data on the server, or the uploading, downloading or creation of computer viruses.
12.2.4 The unauthorized examination or copying of files or data files belonging to others.
12.2.5 Violating copyright law, including using unauthorized copies of software and making, transmitting, receiving, exchanging and/or distributing unauthorized copies of software.
12.2.6 Impersonation of another person while sending e-mail messages, using a false or anonymous name, age, gender, or identifier and the unauthorized reading, deleting, copying or modifying of any other person’s electronic mail.
12.2.7 Gaining or attempting to gain unauthorized access to computer, computer networks or computer files or data. This includes evading or attempting to evade software designed to prevent or monitor inappropriate access to the Internet.
12.2.8 Gaining or attempting to gain unauthorized access to a personal account or file of another individual.
12.2.9 Unauthorized changing or modifying computer or internet/network settings with regards to individual computer identification.
12.2.10Commercial use, product advertisement, or political activities.
12.2.11Knowingly introducing, accessing, or distributing materials forbidden by the Uintah School District onto Uintah School District computers and/or systems including any indecent, obscene, racist, sexist, pervasively vulgar, defamatory, offensive, or illegal materials promoting harm to self or others. Such obscene activities include, but are not limited to, vulgar language and sexually explicit materials, including nudity and other graphic or textural depictions of sexually explicit activities.
13.0 Uintah School District shall be the final authority on the use of the network and the issuance of public education user accounts.
14.0 VIOLATIONS-Any violation of district policy and rules may result in:
14.1 Loss of district provided computer use and/or access to the internet/network.
14.2 Disciplinary action in accordance with the due process procedures outlined in the Orderly Termination Policy for District Employees
14.3 Legal action.
14.4 Revocation of Certification from the Utah State Office of Education.
15.0 DISCLAIMER-The Uintah School District makes no warranties of any kind whether expressed or implied, for the service it is providing. Uintah School District will not be responsible for any damages you suffer while on this system. These damages may include but are not limited to: loss of data as a result of delays, non-deliveries, mis-deliveries, or service interruptions caused by the system or your error or omissions. Use of any information obtained via the information system is at your own risk. Uintah School District specifically denies any responsibility for the accuracy of information obtained through electronic information resources.
16.0 GUIDELINES FOR STUDENT ACCOUNTS
16.1 The primary purpose of the UtahLink is for the use of public school professional staff and secondary student access.
16.2 Secondary students may be granted an account for up to one academic year at the time provided that they:
16.2.1 Read and agree to follow all guidelines outlined in the Acceptable Use Policy. This agreement is formalized through their signature on the application form.
16.2.2 Obtain the signature of a parent or legal guardian on the application form regardless of age.
16.2.3 Have the form witnessed by a teacher or issuing party.
16.3 Elementary students are not allowed individual accounts. Teachers of elementary grades may apply for a class account and are obligated to directly teach the students in proper network use and supervise them regarding the Acceptable Use Policy.
16.4 Student may not maintain accounts upon graduation unless they otherwise qualify using one of the other Acceptable Use Provisions.
16.5 A copy of the Utah Link District/UtahLink Acceptable Use Policy and a cover letter in substantially the following form shall accompany any application for student use.
Dear Parent and Student:
Although the Uintah School District has taken precautions
to restrict access to inappropriate materials, it is impossible on a global
network to control all access. The School District cannot be responsible for
supervising or restricting access to inappropriate materials on the network.
Families should be aware that some material accessible via the Internet might
contain items that are illegal, defamatory, inaccurate, or offensive. In
addition, it is possible to purchase certain goods and services via the
Internet which could result in unwanted financial obligations for which a
student, parent, or guardian could be liable. While the District’s intent is to
make Internet access available in order to further educational goals and
objectives, students may find ways to access other materials as well.
Ultimately, parents and guardians of minors are responsible for setting and
conveying the standards that their children should follow when using these
resources. It is requested and recommended that the parents and students
carefully review and discuss the School District Acceptable Use Policy prior to
signing the application for an account. In particular, students should be
cautioned: (a) never to write or share password information; (b) not to reveal
personal information about oneself or others, i.e., address, phone number,
financial information, social security numbers, etc.; (c) to immediately tell
teachers and parents if the student comes across information that makes them
feel uncomfortable; (d) never to agree to get together with someone met on-line
without first checking with parents and, even if parents agree to the meeting
to make sure that the meeting is in a public place with a trusted adult in
attendance; (e) never to send to another person a personal picture or anything
else without first checking with parents; (f) not to respond to any messages
that are mean or in any way make the student feel uncomfortable.
Before any student will be given
access to the School District’s computer resources, the student must present
the User Application Waiver from properly signed by the student, a parent or
guardian and a sponsoring teacher which acknowledges that the School District
is not responsible for unauthorized or improper access or use of the School
District’s computer network communications.

Purpose of Uintah
School District/UtahLINK for Public Schools:
The purpose of the use by Utah Public Education of Uintah School District/UtahLINK, the educational network supported by the Utah Education Network (UEN), is to advance and promote a world-class public education in Utah. Uintah School District/UtahLINK is intended to assist in the collaboration and exchange of information between and among schools, school offices, the Utah Education Network, and other State and educational entities as well as provide access to the 'world of information' via networking facilities like the Internet.
Uintah School
District/UtahLINK's Goal for Public Schools:
The goal of Uintah School District/UtahLINK is to promote innovation and educational excellence in Utah's public schools by facilitating resource sharing and expanded communications capabilities. To achieve this, the Network must provide quality, equitable, and cost-effective information and communication resources to the public education community.
Uintah School District/UtahLINK's Mission Statements & Priority Listing for Public Education:
1.To provide electronic mail service and electronic conferencing capabilities to public school professional employees.
2.To provide basic services at no cost to public education end users.
3.After first providing basic services, to provide opportunities for wider networking (interstate and international) by promoting the addition of full Internet services where economically feasible and deemed appropriate by the State Board of Education and UEN.
4.To provide for both administrative and instructional file transfer capabilities where feasible.
Uintah School District/UtahLINK Use by the
Public Schools:
All use of Uintah School District/UtahLINK shall be consistent with the purpose, goal, and mission of the Network. Successful operation of the network requires that its users regard Uintah School District/UtahLINK as a shared resource, and cooperate to form a community of diverse interests
in an effort to promote educational excellence and provide world-class education throughout the state of Utah. It is therefore imperative that Uintah School District/UtahLINK members conduct themselves in a responsible, decent, ethical, and polite manner while using the network. Further, they must abide by all local, state and federal laws. To ensure the smooth and continued operation of this valuable resource, members must accept the responsibility of adhering to high standards of professional conduct and strict guidelines.
The intent of the Uintah School District/UtahLINK Public Education Acceptable Use Policy is to ensure that all uses of Uintah School District/UtahLINK are consistent with its stated purpose, goal, and mission. Uintah School District/UtahLINK is an open network in both implementation and spirit and encourages the pursuit of higher knowledge. However, it is important to recognize that with increased access to computers and people all over the world also comes the availability of controversial material that may not be considered of educational value in the context of the school setting. Further, Uintah School District/UtahLINK recognizes the importance of each individual's judgment regarding appropriate conduct in maintaining a quality resource system. And while this policy does not attempt to articulate all required or proscribed behavior
by its members, it does seek to assist in such judgment by providing the following guidelines:
I. Any use of Uintah School District/UtahLINK for illegal or inappropriate purposes or to access materials that are objectionable in a public school environment, or in support of such activities, is prohibited. Language that is deemed to be vulgar is also prohibited. Illegal activities shall be defined as a violation of local, state, and/or federal laws. Inappropriate use shall be defined as a violation of the intended use of the network, and/or purpose and goal. Objectionable is defined as materials that are identified as such by the rules and policies of the Utah State Board of Education that relate to curriculum materials and text book adoption.
II. All use of Uintah School District/UtahLINK must be in support of a world class public education and educational research in Utah and consistent with the purposes of the network;
III. The following uses are also prohibited:
· Any use for commercial purposes or financial gain;
· Any use for product advertisement or political lobbying;
· Any use which shall serve to disrupt the use of the network by other users;
IV. Uintah School District/UtahLINK accounts shall be used only by the authorized owner of the account. Account owners are ultimately responsible for all activity under their account;
V. Unbridled and open-ended use of the network in terms of access time cannot be accommodated due to cost. Users are cautioned to exercise prudence in the shared use of this resource;
VI. All communications and information accessible via Uintah School District/UtahLINK should be assumed to be private property. Great care is taken by the Uintah School District/UtahLINK's administrators to ensure the right of privacy of users. However, it is recommended that users not give out personal information like home addresses and/or telephone numbers. Also, passwords should be kept private and changed frequently;
VII. Neither the USOE nor the UEN have control of the information on the Internet. Other sites accessible via the Internet may contain material that is illegal, defamatory, inaccurate or potentially offensive to some people;
VIII. Under prescribed circumstances, public school student use may be permitted, provided school officials and parents maintain proper supervision;
IX. Under prescribed circumstances, non-educator use may be permitted, provided such individuals provide evidence that their use furthers the purpose and goal of the network and public education in general;
X. As necessary, the Utah State Office of Education will determine whether specific Public Education uses of Uintah School District/UtahLINK are consistent with this policy. The State Office shall be the final authority on use of the Network and the issuance of public education user accounts;
XI. Each school district and school shall define and adopt an Acceptable Use Policy that identifies the standards and guidelines that are appropriate to their local circumstances. However these local policies may not permit uses that are outside of the
guidelines of this policy;
XII. All accounts for the school professionals within a district will be issued and managed by the local node administrator(s). The issuing of these accounts will be coordinated with the UEN Network Operations Center;
XIII. Extensive use of the network for private or personal business is prohibited;
XIV. This is a legally binding document and careful consideration should be given to the principles outlined herein;
XV. Violations of the provisions stated in this policy may result in suspension or revocation of network privileges.
* Such prescribed circumstances and uses shall be defined in writing by the Utah Department of Education and from time to time are subject to change.
Guidelines for Student Accounts on Utah's Public Education Network:
1. The primary purpose of the Uintah School District/UtahLINK is for the use of the public school professional staff and secondary student access. The use of an individual student account is considered to be a privilege and is permitted to the extent that available resources allow.
2. Secondary students may be granted an account for up to one academic year at a time provided they:
a. Read and agree to follow all guidelines outlined in the Acceptable Use Policy. This agreement is formalized through their signature on the application form;
b. Have at least one teacher sign the application form as a sponsor;
c. Obtain the signature of a parent on the application form.
3. Elementary students are not allowed individual accounts. Teachers of these grades may apply for a class account, but are obligated to directly teach these students in proper network use and supervise them regarding the Acceptable Use Policy. * The teacher holding this account is ultimately responsible for use of the account and is required to maintain confidentiality with the password (not giving it to students) and is advised to change the password frequently.
4. Students may not maintain accounts upon graduation unless they otherwise qualify under one of the other acceptable use provisions.
5. Generally, students are not permitted to enter professional Uintah School District/UtahLINK or Usenet discussion groups. Under certain conditions, posting privileges to specific news groups may be granted.
6. All public school student accounts will be issued by the local node administrators and will receive final approval by the State Office of Education.
7. The above-mentioned use is subject to revision in policy. In all cases, use by professional public education staff shall take precedence. The State Office of Education reserves its right as final authority on use of the network.

Any Home Page or other publishing on the network (UtahLink, Uintah Link or Internet) must be approved by the Uintah School District Technology Committee and monitored by the Coordinator of Educational Technology.
Schools may not publish personal information about students or staff unless a signed release is obtained and on file.
Principals must approve web publishing prior to submitting to the Technology Committee.
Any student web pages must relate to curriculum or other appropriate school objectives
Sponsoring teachers and the principal are responsible for any student/class web pages. This includes proper format, editing, approving all links, and updating and removal (access and files) when student or staff exits.
Student and teachers must observe copyrights and permissions laws.
Web publishing must also conform to all Uintah acceptable Use Policy.
